Summary

Excludes receipts and disbursements of the Abandoned Mine Reclamation Fund from the Federal budget as submitted by the President, the congressional budget, or the Balanced Budget and Emergency Deficit Control Act of 1985.

Amends the Surface Mining Control and Reclamation Act of 1977 to provide that moneys in the Abandoned Mine Reclamation Fund at the end of any fiscal year shall be available without further appropriation at the commencement of the next fiscal year for reclamation and restoration of land and water resources adversely affected by past coal mining.
