Authorizes appropriations for FY 2002 for international broadcasting operations and broadcasting capital improvements for broadcasting into Afghanistan.
Amends the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995 to repeal the ban on the use of U.S. funds to construct a U.S. radio transmitter in Kuwait.
