Declares that this Act does not authorize mail that advertises, promotes, offers, or, for a fee or consideration, recommends, describes, or announces the availability of any products or services to be mailed at such non-profit postage rates which would otherwise be excluded from being mailed at such rates.
Declares that it is the sense of the Congress that nothing in this Act should be considered to alter the authority of the U.S. Postal Service to: (1) to apply regular postage rates, rather than non-profit rates, to specified other mail matter; or (2) enforce any criminal law within its jurisdiction.
