A bill to amend the Food Security Act of 1985 to extend and improve the environmental quality incentive program.

Amends the Food Security Act of 1985 respecting the environmental quality incentives program to: (1) extend and authorize appropriations for the program; (2) provide for local consultation; (3) reduce minimum contracts to three years; and (4) permit immediate contract expenditures.
