A bill to amend the National and Community Service Act of 1990 to carry out the Americorps program as a voucher program that assists charities serving low-income individuals, and for other purposes.
Directs the Corporation for National Service to make grants to State Commissions on National and Community Service to enable them to provide such vouchers to participants. Provides for participant terms of service, living allowances, health insurance, and child care, as well as individualized support services for participants with disabilities. Allows participants to elect to transfer their national service educational awards to other individuals under certain conditions.
