A bill to prohibit a State from determining that a ballot submitted by an absent uniformed services voter was improperly or fraudulently cast unless that State finds clear and convincing evidence of fraud, and for other purposes.
Directs the U.S. Postal Service to determine and report to Congress on each reason for which an absentee ballot of an absent uniformed services voter was not counted in the general election for Federal office held in 2000.
