A bill to reauthorize the Native American Housing Assistance and Self-Determination Act of 1996.
(Sec. 4) Includes planning among permitted block grant activities.
(Sec. 5) Requires a recipient to use program income for housing related activities (currently, only for affordable housing activities).
(Sec. 6) Subjects regulations pursuant to any amendments to such Act to negotiated rulemaking procedures.
(Sec. 7) Extends Federal loan guarantees to encompass housing-related community development activity. Repeals the requirement that an Indian tribe or its housing entity seek alternative financing before using guaranteed loan funds.
(Sec. 8) Directs the Secretary of Housing and Urban Development to study and report to Congress on the feasibility of demonstration projects for possible community development demonstration projects and for self-determination in the design and implementation of Federal housing funding.
(Sec. 9) Requires the Secretary to study and report to Congress on the extent of black mold infestation of Native American housing in the United States.
