Summary

Amends the Tropical Forest Conservation Act of 1998 to authorize appropriations through FY 2004 for the cost for the reduction of debt owed by a foreign country to the United States as a result of concessional loans made or credits extended to such country under the Foreign Assistance Act of 1961 and the Agricultural Trade Development and Assistance Act of 1954.
