Authorizes the Select Committee to develop recommendations and report to the House on such matters that relate to the establishment of a department of homeland security as may be referred to it by the Speaker and on recommendations submitted to it under this resolution.
Exempts the Select Committee from certain requirements of rule XI of the Rules of the House of Representatives with respect to the adoption of written rules.
Denies the Select Committee authority to: (1) conduct investigations or studies; or (2) subpoena witnesses and the production of documents.
Provides that each standing or permanent select committee to which the Speaker refers a bill introduced by the Majority Leader or his designee (by request) that proposes to establish such department may submit its recommendations on the bill only to the Select Committee on Homeland Security and by a time designated by the Speaker.
Declares that the Select Committee shall cease to exist after final disposition of such bill, including final disposition of any veto message on it.
