Directs the Secretary of Education to allocate such funds as follows: (1) one-third among States; (2) one-third among largest school districts; and (3) one-third among high-growth school districts.
Makes any public charter school that constitutes a local educational agency (LEA) under State law eligible for such assistance under the same terms and conditions as any other LEA.
Provides for prompt payment of contractors performing federally-assisted work under this Act.
