Prohibits a State from enforcing any regulation or law that would require a person engaged in intermunicipal limousine service within a State to obtain a license, permit, or other form of permission from more than one State agency in order to engage in such service. Declares that nothing in this Act shall prohibit any local authority from regulating limousine service if during the course of the service the same passenger is picked up within the local authority's jurisdictional area and the last stop of the passenger's service is also within the local authority's jurisdictional area.
