To provide for the improvement of the safety of child restraints in passenger motor vehicles, and for other purposes.
Amends the Transportation Equity Act for the 21st Century to extend the occupant protection incentive grants program for a two-year period.
Amends Federal transportation law to authorize the Secretary to make: (1) a basic grant to any State that enacts a child restraint law by October 1, 2003; and (2) a supplemental grant to any such State if the child restraint law is an enhanced child restraint law. Sets forth certain grant requirements.
