To authorize appropriations for fiscal years 2003, 2004, 2005, and 2006 for the Department of Energy Office of Science, to ensure that the United States is the world leader in key scientific fields by restoring a healthy balance of science funding, to ensure maximum utilization of the national user facilities, and to secure the Nation's supply of scientists for the 21st century, and for other purposes.
Authorizes appropriations for FY 2003 through 2006.
Amends the Department of Energy Organization Act to create the position of Under Secretary for Energy Research and Science to: (1) serve as Science and Technology Advisor to the Secretary of Energy; (2) monitor (DOE) research and development programs; and (3) exercise authority over Assistant Secretaries implementing certain energy research, development, and energy technology functions.
Replaces the position of Director of the Office of Science with the position of Assistant Secretary of Science, who shall carry out DOE fundamental science and engineering research functions, including policy and management.
Expresses the sense of the House of Representatives that leadership for departmental missions in nuclear energy should be at the Assistant Secretary level.
Establishes in the Office of Science a Science Advisory Board to serve as the science advisor to the Assistant Secretary of Science.
