To amend title XVIII of the Social Security Act to direct the Secretary of Health and Human Services to establish a continuous quality improvement program for providers that furnish services under the Medicare Program to individuals with end stage renal disease, and for other purposes.
Requires the Secretary to conduct a coordinated QA program with the ESRD network administrative organizations (NAOs) and State survey agencies.
Requires the Secretary to establish, and appoint a Work Group to define, ESRD clinical performance measures (CPMs).
Requires NAOs to use CPMs to: (1) collect and analyze data on processes and outcomes of care; (2) coordinate CQI and QA programs; and (3) provide technical assistance for quality improvements to patient care.
Requires that ESRD providers, facilities, networks, and State survey agencies participate in CQI and QA programs.
