To amend title 38, United States Code, to improve accountability of research corporations established at Department of Veterans Affairs medical centers.
Requires each corporation with a balance of funds of $300,000 or less during a year to obtain an independent audit at least every three years. Requires audit reports to state the amount and recipient of any payment or travel provided to any member of the board of directors. Requires the Department Inspector General to review the most recent audits of at least ten percent of all such corporations.
Requires each annual report from the Secretary to the congressional veterans' committees concerning such corporations to be based on the corporations' annual reports.
Extends through 2006 the authority of the Secretary to establish such corporations.
