To amend the Immigration and Nationality Act concerning loss of nationality for actions supporting terrorism against the United States.

Amends the Immigration and Nationality Act to provide for the loss of U.S. nationality for a native-born or naturalized citizen who: (1) joins or acts on behalf of a foreign terrorist organization so designated by the Secretary of State that is engaged in anti-U.S. terrorist activities; or (2) provides material support for such an organization.

States that such actions: (1) shall be presumed to have been performed with the intent of relinquishing U.S. nationality; and (2) may be rebutted by a showing of involuntary performance.
