Approves and ratifies the use of tribal lands, resources, and other assets for economic development as described in the Long-Term Global Settlement and Compensation Agreement between the Department of the Interior, the Tribes, and the Portland General Electric Company. Approves the authorization, execution, and delivery of such Agreement.
Deems the Secretary of the Interior to have the authority to approve the Agreement and to implement the provisions under which the Secretary has obligations as a party. Provides that any agreements approved by the Secretary prior to or after the enactment of this Act under such authority shall not require congressional approval or ratification to be valid and binding.
Provides that this Act shall take effect as of April 12, 2000.
