Honorable Burial for Veterans Act - Directs the Secretary of Veterans Affairs to: (1) establish two satellite national cemeteries in the San Diego, California, metropolitan area, to be used for those who would otherwise have been buried at Fort Rosencrans but for the absence of available plots; and (2) accept the gift of two specified parcels of real property to use for such cemeteries.
