To extend the deadline for commencement of construction of a hydroelectric project in Connecticut, and for other purposes.

Directs the Federal Energy Regulatory Commission to: (1) extend to May 30, 2003, the time during which the licensee is required to commence construction of a certain hydroelectric project in Connecticut; and (2) upon licensee request, extend the period during which the same licensee is required to commence construction of the project for two consecutive two-year periods.

Provides for license reinstatement upon expiration.
