Requires the Secretary, if examination of alternatives is begun, to report to Congress regarding such alternative removal and the extent to which it would affect completion of the cleanup and closure of Rocky Flats Environmental Technology Site on or before December 15, 2006.
States that if the transfer of all such special nuclear materials has not been completed as of November 1, 2003, the Secretary must pay economic/impact assistance to the State of Colorado until all such special nuclear materials have been removed.
