To support the democratically elected Government of Colombia and the unified campaign against illicit narcotics trafficking, terrorist activities, and other threats to the national security of Colombia.
Expresses the sense of Congress that the Secretary of State should designate a high-ranking official to coordinate all U.S. assistance to the Government of Colombia to ensure clarity of U.S. policy and the effective delivery of U.S. support.
Makes certain Department of State funds for assistance to the Government of Colombia available to support a unified campaign against illicit narcotics trafficking, terrorist activities, and other threats to the national security of Colombia. Authorizes appropriations to the President to support such campaign.
