To amend the Federal Water Pollution Control Act to increase certain criminal penalties, and for other purposes.
Amends the Refuse Act of 1899 to increase criminal penalties for violations of provisions concerning deposit of refuse in navigable waters, injury to harbor or river improvements, and obstruction of navigable waters.
