To provide that the International Criminal Court is not valid with respect to the United States, and for other purposes.
Declares that any action taken by or on behalf of the Court: (1) against any member of the U.S. armed forces shall be considered an act of aggression against the United States; or (2) against any U.S. citizen or national shall be considered an offense against the law of nations. Sets forth both civil and criminal penalties against any person who knowingly violates the requirements of this Act.
