To provide for an increase in the availability of language-assistance services for patients of health centers under section 330 of the Public Health Service Act, including community health centers.

Provides additional funding for translation and interpretation services for patients with limited English-speaking ability at community and other health centers funded under the rural health services outreach demonstration grant program under the Public Health Service Act.

Directs the Secretary of Health and Human Services to ensure that such funds are expended to increase and not supplant amounts already expended by such centers.
