Spence Organ Coordination Improvement Act- Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to assist qualified organ procurement entities in carrying out programs to coordinate the activities of eligible hospitals that relate to seeking organ donations, in order to increase the rate of organ donations.
