Requires the Secretary of the Interior (or the Secretary of Agriculture when referring to land under that Secretary's jurisdiction) to: (1) manage the Trail as a national recreation trail under the National Trails System Act; and (2) cooperate with the State of Utah Department of Natural Resources and appropriate county governments in managing the Trail to provide recreational opportunities for motorized vehicle use.
Allows the appropriate Secretary to: (1) add trails to the Trail in accordance with the National Trails System Act, including trails located on non-Federal land if the land owner has consented and entered into an agreement for management of the land in accordance with this Act; and (2) acquire land and interests in land for the Trail only from willing sellers.
Requires the Secretaries to ensure that the public is adequately informed regarding open routes for the Trail, including by appropriate signage.
Authorizes appropriations.
