Amends Federal law to authorize appropriations for FY 2002 through 2011 for the program of financial assistance for the preservation and restoration of structures on or eligible for the National Register of Historic Places within the Blackstone River Valley National Heritage Corridor (in Massachusetts and Rhode Island) which exhibit national significance or provide a wide spectrum of historic, recreational, or environmental education opportunities.
