To amend the Trade Act of 1974 to consolidate and improve the trade adjustment assistance programs, to provide community-based economic development assistance for trade-affected communities, and for other purposes.
Amends the Internal Revenue Code to allow an eligible individual a refundable income tax credit equal to 50 percent of the amount paid as continuation health coverage premiums Authorizes appropriations for trade adjustment assistance for firms.
Provides for trade adjustment assistance for communities. Establishes an Office of Community Economic Adjustment in the Office of the Secretary of Commerce. Requires eligible communities to establish a Community Economic Development Coordinating Committee as a condition for receiving assistance.
Provides for trade adjustment assistance for farmers.
