To amend the Elementary and Secondary Education Act of 1965 to ensure fairness.

Amends the Elementary and Secondary Education Act of 1965 to revise title I requirements for allocations to: (1) local educational agencies and the Commonwealth of Puerto Rico of part A basic grants for education of disadvantaged children; (2) States (including the District of Columbia) and the Commonwealth of Puerto Rico of part C grants for education of migratory children; and (3) State agencies in the Commonwealth of Puerto Rico of part D subgrants for prevention and intervention programs for children and youth who are neglected, delinquent, or at-risk of dropping out.
