To direct the National Science Foundation to identify opportunities for collaboration with other Federal agencies, to increase the utilization of existing technologies, and to give priority to the development of new research areas to assist in the detection of, prevention of, and improved response to potential terrorist acts.

Directs the National Science Foundation to: (1) identify opportunities for collaboration with the Defense Advanced Research Projects Agency and other Federal agencies to increase the utilization and deployment of new technologies for the detection and prevention of, and improved response to, potential terrorist acts; (2) identify new research opportunities to advance the detection and prevention of, and response to, such acts; and (3) give priority to such research.
