To amend title 18, United States Code, to prohibit unauthorized trafficking in personal DNA information, and for other purposes.

Amends the Federal criminal code to prohibit any person from knowingly distributing, or possessing with intent to distribute, personal DNA information about an individual without that individual's consent, except when specifically authorized by law. Sets forth penalties for violations and authorizes civil actions by aggrieved persons or by the U.S. or State Attorneys General.
