To direct the Comptroller General of the United States to conduct a study regarding children directly affected by the terrorist attacks against the United States on September 11, 2001.

Directs the Comptroller General to study and report to Congress on the number children, up to age 18, who were killed or are missing, or who have parents or legal guardians who were killed or are missing, in connection with the terrorist attacks against the United States on September 11, 2001.

Requires such study to include the identity, residence, and citizenship and immigration status of each such child and parent.
