Committee on Government Reform, and in addition to the Committee on
Veterans' Affairs, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

A BILL
To allow postal patrons to contribute to funding of veterans programs
and services offered by the Military Order of the Purple Heart of the
United States of America, Incorporated, through the issuance of a
semipostal.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Purple Heart Stamp Act of 2001''.
SEC. 2. SEMIPOSTAL TO BE ISSUED TO BENEFIT THE MILITARY ORDER OF THE
PURPLE HEART OF THE UNITED STATES OF AMERICA,
INCORPORATED.
(a) In General.--In order to afford the public a convenient way to
contribute to funding for the veterans programs and services offered by
the Military Order of the Purple Heart of the United States of America,
Incorporated (hereinafter in this Act referred to as the ``MOPH''), the
United States Postal Service shall issue a semipostal in accordance
with subsection (b).
(b) Requirements.--The provisions of section 416 of title 39,
United States Code, shall apply with respect to the semipostal required
under this Act, subject to the following:
(1) Allocation.--All amounts becoming available from the
sale of the semipostal shall be transferred to the MOPH under
such arrangements as the Postal Service shall by mutual
agreement with the MOPH establish.
(2) Frequency and distribution.--Under those arrangements--
(A) the appropriate amounts shall be transferred to
the MOPH no less frequently than 3 times a year; and
(B) of the amounts so transferred to the MOPH, the
MOPH shall designate the percentage to be distributed
to local chapters.
(3) Commencement and termination dates.--Stamps under this
section shall be issued--
(A) beginning no later than 12 months after the
date of enactment of this Act; and
(B) for a period of not less than 2 years in
duration.
(c) Definition.--For purposes of this Act, the term ``semipostal''
has the meaning given such term by section 416(a) of title 39, United
States Code.
