To suspend for 1 year the payment to States of a bonus to reward decreases in illegitimacy ratios under the program of block grants to States for temporary assistance for needy families.

Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to suspend for one year the payment to States of a bonus to reward decreases in illegitimacy ratios under TANF.
