To direct the Secretary of Education, in consultation with the Secretary of Energy, to establish a 2-year grant program to compensate schools for rising energy costs.
Authorizes the Secretary to give priority to eligible entities that have demonstrated: (1) the greatest need for such funds; and (2) the strongest commitment to energy conservation.
