Prohibits the expenditure of Federal funds to develop or implement any database or other system of records containing personal medical information of any U.S. citizen, or to collect medical records for the purpose of storing them in a database or other system of records, with specified exceptions including part A (Hospital Insurance) or part B (Supplementary Medical Insurance) of the Medicare program under SSA title XVIII and the Medicaid program under SSA title XIX.
