To establish grants for drug treatment alternative to prison programs administered by State or local prosecutors.
Requires: (1) each eligible offender who participates in such a program but does not successfully complete treatment to serve a sentence of imprisonment for the underlying crime; and (2) each program to have an enforcement unit comprised of law enforcement officers under the supervision of a State or local prosecutor.
