To amend the Federal Election Campaign Act of 1971 to reform the financing of campaigns for election for Federal office, and for other purposes.
Amends the Federal criminal code concerning the prohibition against fundraising of any campaign funds on Federal property.
Provides for expedited judicial review for a defendant in an action against the United States for declaratory or injunctive relief to challenge the constitutionality of any provisions of this Act by which such person is aggrieved.
