To amend the Housing and Community Development Act of 1974 to authorize communities to use community development block grant funds for construction of tornado-safe shelters in manufactured home parks.
States that such shelters shall: (1) be located in low-to moderate-income neighborhoods; and (2) serve the residents of the area in which they are located, and will not be made available for the exclusive use of a particular neighborhood.
Authorizes FY 2002 appropriations.
Expresses the sense of Congress that equipment and products purchased with funds under this Act shall be American-made.
