Establishes the National Medical Disaster System. Requires such system to be a coordinated effort by Federal agencies working in collaboration with States. Requires such system to provide health services, health-related social services, other appropriate human services, and appropriate auxiliary services to respond to the needs of victims of a declared public health emergency.
Provides for the appointment of temporary personnel for the purpose of assisting the Office of Emergency Preparedness and the National Medical Disaster System.
