Requires the National Institute of Standards and Technology to: (1) accredit independent, non-Federal laboratories to test and certify that voting products and systems conform with the standards established by the commission; (2) make an effort to accredit at least one minority-owned laboratory; (3) disseminate such standards, other relevant technical information, guidelines for usage of the standards, and any other information appropriate to assist in their implementation; (4) maintain and make available a list of accredited laboratories; and (5) maintain and make available, including through the Internet, a list of U.S. voting products and systems that have been certified by an accredited laboratory to conform with the standards established by the commission.
Directs the Director of the National Institute of Standards and Technology to establish a program for research and development in areas to support the development of such standards.
