To amend chapter 51 of title 38, United States Code, to pay certain benefits received by veterans through the date of their death rather than through the last day of the preceding month.

Makes the day before the death of the payee (currently, the first day of the month in which the payee dies) the date of the discontinuance of veterans' disability compensation, dependency and indemnity compensation, or pension.
