To establish a program to designate, restore, and sustain historic native forests on National Forest System lands, and for other purposes.
Establishes: (1) in the Treasury the National Historic Forest Restoration Fund; and (2) the Advisory Council on Forest Restoration which shall perform advisory and educational functions, and provide for the establishment of local management advisory committees.
