To amend title 18, United States Code, to provide that the firearms prohibitions applicable by reason of a domestic violence misdemeanor conviction do not apply if the conviction occurred before the prohibitions became law.

Amends the Federal criminal code to provide that firearms prohibitions applicable by reason of a domestic violence misdemeanor conviction shall apply only to such convictions obtained on or after September 28, 1996 (the date such prohibitions became law).
