To prohibit the use of Federal funds to implement certain additional reductions in the production or consumption of methyl bromide, unless the Secretary of Agriculture and the Administrator of the Environmental Protection Agency have submitted a report on the effects of methyl bromide on the ozone layer, and for other purposes.
Requires the U.S. Trade Representative to study the use of methyl bromide by other nations and identify those that will prohibit the importation of a U.S. product if it is not used for that product.
