Summary

Instructs the Federal Energy Regulatory Commission to: (1) extend to September 24, 2002, the time period during which a certain licensee is required to commence construction of a specified hydroelectric project in the State of Ohio; and (2) extend such time period for two consecutive two-year periods upon licensee request.

Provides for reinstatement of such license if it has expired.
