Keeping Our Promise to Special Education Act of 2001 - Amends the Individuals with Disabilities Education Act (IDEA) to specify mandatory minimum levels of Federal grant payments to States for assistance for education of all children with disabilities.

Requires local educational agencies, if they choose to treat certain IDEA funds as local funds, to use them to provide additional funding for programs under the Elementary and Secondary Education Act of 1965.
