Call Responsibly and Stay Healthy Act 2001

Call Responsibly and Stay Healthy Act 2001 - Directs the Secretary of Transportation to withhold five percent of specified Federal-aid highway funds from any State that has not enacted and is not enforcing a law that prohibits the use of a hand-held mobile telephone while operating a motor vehicle. Increases the amount to be withheld to ten percent after FY 2004.

Permits such a State law to provide for an exemption to permit use of a hand-held telephone in the case of an emergency or with a device that permits hands-free operation of the telephone.
