To provide a grant under the Land and Water Conservation Fund Act of 1965 to assist in the development of a Millennium Cultural Cooperative Park in Youngstown, Ohio.

Authorizes the Secretary of the Interior to make a grant from the land and conservation fund established under the Land and Water Conservation Fund Act of 1965 to the Youngstown Playhouse of Youngstown, Ohio, for the development of a Millennium Cultural Cooperative Park.
