To provide that all American citizens living abroad shall (for purposes of the apportionment of Representatives in Congress among the several States and for other purposes) be included in future decennial censuses of population, and for other purposes.
Enacts into law a specified provision directing the Secretary to submit a report by no later than September 30, 2001, on methodological, logistical, and other issues associated with the inclusion of such citizens in future decennial censuses for apportionment, redistricting, and other purposes.
